In my opinion fire is in gerneral the better way to go as it is faster and more reliable. Even if you have good ice gear and get your hits up to 11k dmg the dmg fluctuates too much meaning many time you will only hit 3-4k or when its evaded you are in trouble as the recast takes so long.
