I believe they've quit giving refunds on sigils since they brought them back.
EDIT: Some cases are special and Support has been known to make exceptions, so I'd still try, but don't send in anymore tickets for about a week as sending in more tickets will only slow down their response time.

There are many ways of gold farming depending on your level, I'd say Dustwither Catacombs is among the most used places since it is fairly easy at low levels and the bosses can drop exceptional items. Bossing is another great way to make money depending on your level and friends/clan.

If your alt already had the quest before level requirements were changed then you won't need to get the new levels to finish them, just get the corresponding frags, but if it doesn't have the quests you'll need to get level 80 to obtain them.
