You can but potions with platinum and buy fettlecaps to turn in to dilute/minor health potions etc. if you are really desperate ;) Im sure you probably know, its a quest in Shalemont Ravine Quest for dilute potions is nearby Village too, but i dunno, where quest for minor potions, can u tell it me?...
