First you need to get to Loch iforgotthename then as you are facing the vendor turn left. Go down there until the end where u get to a cave. Go in and keep left until you come to a chamber with lvl 89 pirates, he is on the right.

We just killed black storm it dropped a sea chart.. I can show u where he spawns and if u want chart. Argue with mit lol
