is there a problem with the majority of servers all servers are down except a few for me and if so how long can we expect to wait i really wanna play my toon on fingal

Im having the same problem except mine is saying that ''Account Conflict PW Account name is conflicted,change required'' and i don't know how to fix it.Im on the world Fingal and my character name is xxbuddyxx.Can someone help me with this problem!!
