I mean you always can dice, not reccomended tho..
Back to your origional post..
Sigils i think are like 5k a box...always could buy in plat store i have obtained mine by buying chests during events and getting sigils that way.
Haste lixs go for 2-3k each heroics found in chests normal obtained in plat store.
Xp lixs are 3-4k i recomend buying these whenever you see someone selling. The only real items you need would be a offhand from the lux store all the rest u can prob get pretty cheap such as quest gear and items.
For clans there are a couple big ones..

Wrymbane
I wont give my suggestion for which is best i think you should go around talking with people inside the clan getting a feel for what will suit you the best!

Welcome to Fingal. You'll find it can be both busy and not busy at times. There is typically always someone to talk to or ask questions in game if you're unsure of anything. Shazta already answered the questions on sigils and lix questions
You will have to buy upgrade offhand weapons. Your main weapon will be given to you at game start and you can upgrade it like your armor by doing quests.

You should be able to get most of your warden gear. Those 3 clans are capable of taking down most bosses and will often work together for higher lvl bosses.
