If you are starting a new mage, or if you have a mage you currently use who is missing some skills, then I suggest you go to the beach leystone (note that the 'new beach' is further north on the east side of the north-western peninsula in Lir's), and talk to the NPC there. You may be able to find the skill book dealer in the village, but I don't know if his selection of skills is complete.
Anyhoo, if you talk to the NPC on the beach, follow his instructions and complete the new 'starter quest line' in its entirety and you should automatically obtain all the skills that you require at this stage of the game. The new starter quest serves as a nice intro to the game and basically gives you all of the skill books you need, so by completing it you shouldn't miss anything (unlike the old days where you could buy them at your leisure). This quest chain is open to all characters, whether they were created after Update 3 or not, and although it can be somewhat tedious for a player who has outleveled Lir's Reach, it can be completed in a day or two, depending on how hard you go at it. You also get a nice little ring as a reward. There are some newer skills that are also available, but you won't likely be able to obtain them until you are at least level 60 or higher, unless you are very fortunate...
PS: Don't forget to complete the 'statue' ability quests, which gives you passive defensive abilities that will be a boon to your game. Look for the '!' on your HUD/map near the tavern, near the waterfall between the castle and the crossroads, behind the village, in the Southwest of Shalemont and in the Crystal cavern in Crookback.
