Skewer can only be used when wielding a spear, I believe.Is skewer like sharpen?
I have never used it, but my understanding is that it pins a mob in place for a few seconds.
I have also heard it has a slight range to it, so it can be cast from a little ways away from the mob.
I would check all of this though with someone that really knows!
Sometimes I can get myself into trouble because, in the interests of wanting to be helpful, i can try to answer a question I should really just leave to the experts.
