Things didn't go as I'd hoped.
He said that he wanted to rehabilitate his reputation, but it seems as though he only wanted to be able to scam a little while longer.
Another player was duped by the scammer, and for that I'm sorry.
Great efforts will be taken to make sure that everyone knows not to trust this person, and not to purchase his account when it is inevitably sold.
Many people have been helpful, and for that I'm thankful.

I see what you did there. But I don't think we should forgive scammers, you can choose to ignore them or befriend them. Also all big clans in Morrigan should make a pact or something that says scammers won't be allowed in any clans.

Or OTM could just enforce their no swapping account rules and the person would not be able to keep changing names with a very high level char. But yes quit allowing these jack holes into clans and they will move along or make a new clan and fill it with their toons and show up eventually. Just think about how many good reputation players quit or traded accounts and now they are accused of doing shady things with someone else's name.
