I saw a thread get locked yesterday because someone mentioned that their friend plays a different server and the OP requested an unused account. I'm trying to understand the ruling and I presume his will get locked

He's transferring gold and maybe items from one world to another. That isn't against policy. He will give someone that money and items on rosmerta if they give him those items or money on arawan in return. the accounts remain with the same person.

Most likely because people sometimes offer cash for accounts or items which is not allowed.
Although this is a risk yes and people do get scammed with transfers it's still in-game currency for in-game currency.
If someone would offer items for an account it would be considered trading an account which again is not allowed.
