While I think this is a reasonable proposal,I don't think it is a good idea. Let me explain (I have been thinking on this a lot the last few days).
This is a game. Unlike many games,the object is not to win. The goal is steady improvement of your character.
This is also a social game,which means concepts of ethics, morals,fair play, and character enter into the mix.
Finally, we should distinguish between reasonable ambition and greed (negative). We play to advance our characters and become more powerful. This may mean quest drops, magic items, gold, etc. like anything, this can be taken too far - greed. This starts to occur when your ambition to advance interferes with good conduct (ethics,morals, fair play,character,etc).
It is not unreasonable to go to a boss fight with the hope of getting a drop. This is how the game is designed.
So, why do I not like this suggestion? First, bracelets are great, best drops, and can be traded. I am fully aggy outfitted, but I still go to battles for the chance at more loot. Why should I spend my money (idols) and time knowing that I am not allowed certain drops? Perhaps I spend too much time playing, that is why I got into so many early aggy fights and racked up so many drops - but that was my choice and I don't think I should be penalized for it.
Perhaps you think,why do I need another aggy brace if I have 2? Well,most of us have more than four rings, why? So we can swap them out as needed. Having options is good. Or maybe I can trade it for a different item I can use.
I like class based drops because drops go where they are needed. But like most concepts, there is a point at which the concept is no longer good. You could reasonably argue, that your idea is just classed based dicing with extra efficiency. But I think your idea crosses over the line to a level of mandated egalitarianism which I think is too far. It is the type of policy a clan might enforce, but I don't think it proper for inter clan cooperation.
Some might say, I'm a ranger so of course I like the class based. I'm too greedy. I will point out the following: Akbar is pretty fully equipped - he wears 2 bracelets and 4 rings. Xyn, on the other hand, is becoming a pretty badass Mage, but has no aggy drops. I also have a decent level rogue. At this point,I would benefit far more from random dicing so I could outfit them. But I still like class based and I am working hard to get xyn to 140 so she can join aggy fights.
So, as I said, it is a good proposal, but I do not like it personally. That being said, if the lugh general consensus was that this is the way to go, I would follow suit without complaint.
