Newb - a "newbie" a new player to the game, these players can still have knowledge of a game or a general style of playing. Usually found doing beginner quests

Noob - a player who doesnt know much of a game, usually has bad setups and ideas in overcoming their problems leading to failure. Can be any level, usually older players are not noobs, usually newer players are noobs.

For example

i talk to a level 5 in conversation. "Hiya newb :)"

That player is a noob, he's level 173 and still doesnt know how to solo without dying.

Ps using plat to boost yourself does NOT void a noob status. These players are called plat noobs.
