Scammers banned

Hey y'all,
As most of you know, there is a known scammer who has been banned from dl fights for sometime now. He remains banned, yet was, today, given not one but two drops at a dl fight. I think this is very wrong, and utterly outrageous. He should never have been allowed to participate in dicing or receive drops. That is what being banned from dl fights means.
I propose that anyone banned by consensus in lugh should remain so until such time as they do the following:
1. Apologize for their misdeeds.
2. Make restitution.
If they have continued to scam others during the time they are banned, they must do the same for all of those as above.
In the case of the individual given two drops while banned, as of last week he still denied having scammed a camo charm, despite being seen selling it literally 5 minutes later. He refused to say exactly where he had gotten the camo charm, but it was perfectly clear that it had been scammed from an old player of my clan. It was kindly purchased by a General of another clan for 1-2 million gold, and returned to its owner for free.
The scammer denied responsibility as recently as last week. He complained people have not reacted well to him upon learning who him main is. All this while trying to justify his possession of a ring from another player. Obtained under, at best, questionable conditions.
He shows no sign whatsoever of having changed. He continues to get items any way he can for his own gain. He has offered no apology, and certainly no restitution to his victims. Not for the camo charm or any other misdeeds.
I say he remains banned for life. Or at least until such time as he shows a different pattern of behavior, apologizes and repays those he has wronged. I expect the list of those wronged will be quite long.
Until that time no dm should allow him to receive any dl drop.
