How rare are these fellas?

So I came across a scholarly phantom tonight...are these mobs all over? It's the first extra xp kill ive seen.

THere are multiple in the ow but also in carrowmore tunnels you just need luck to find one they rarelly spawn.

i heard sometimes 2 wise mobs spawn next to each other at phantoms.
