You need at least some str. Get some bonuses from the axe or haste ring

At least a few points more into str would be best

Divine damage does affect normal mobs. Test it yourself. The divine proc only happens on bosses.

And test the skill, it affects chaos wraiths which only take divine damage

Shadow strike is better.
