There is no guarantee that players will like their new look, even if its close to what they had in the old engine. Im not sure why you cant provide the option to do it, its not like you have to create a new UI for it as its already existing in the character creation screen.
It was a feature we tried to sneak in for launch but didn't have time to fit it in. We do have a plan but we need programming time to implement.
