I wish to change from sword to axe.
Will it be quicker to increase the ability points on higher mobs the same level as me or higher or should I go on a killing spree with lower easier to kill mobs

Are you sure about this? I took my rogue at level 170 to train spear on the level 200 event dragon while we killed it (used fire ward to cancel the attack debuff). I did not get one point in a 15 minute lix.To train weapon ability you only need to hit a viable target, the level or damage is irrelevant.

When you have a high level of ability the points go down slower. I have no formal data but i expect it falls off as the square root. So at ability 0 you are Guarenteed to go up. Going from 10-11 is still pretty easy. But going from 100-101 is 100x slower than 10-11. 1000-1001 is 100x slower than 100-101. Going from 2000-2001 is 4x slower than 1000-1001.Are you sure about this?
