Is there actually some minimum quest requirement to receive the offer? Like completion of Lir's main quest line? Just asking, not that I need the sigs for my under lvl 10 toons which I'm not playing. The sig offers did not pop up for these toons.

I'd wondered this to prevent people from making toon to get free stuff (idk how it would benefit, but I'm sure there's a way ).
Good way around this (can this apply to all future giveaways?).
