I have all the components for the quests but it says, I still need to get torbin the sailors half of the star which I have. What do I do?

Contact support. I had the same issue and it was caused because I put that same piece of torbin's star in the bank and it still thought I didn't have it when I took it out again. This really needs to be fixed.

Same problem and no one will help from support

I contacted support as well in game and only got a got to forum reply. My issue is that the black wisp is extinct and it is the only thing left for me to get the fallen star. All other aspects of the quest was completed. I am a returning player and really want to just finish this quest.
