Do you have to have the fishing pet quest in order to get the relics to drop while fishing?

The relics can be fished by anyone whether you have quest or not - they are just super rare.

The first four tiers are headrest to get. Lirs, shelmont, stonevail, and fingle have a lot of fishing spots. This means there are more places to catch them but less of a chance that one spawns in you’re area. To give you an idea I got to level 188 before I caught all the relics. But I caught all the Grimy, archaic, and ancient before I caught the first 3 sets. Took me a few years fishing for them off and on to get them all. I’ve fished thousands of spots. Always seemed to catch one when I stopped for a bit and went back.I would fish for a few hours then get frustrated and quit for the day. Then the next day I would catch one in the first 2 mins.
