I feel like a major noob for this, but how do you acess the clan bank? Sorry for being such a noob lol

In my clan, only the generals in the clan have access to the bank and pass out quest drops for gear based on how much you help the clan with bosses and new lower level members etc. it works well as we all get geared eventually .

There's no such thing as a clan bank, people hand drops into the clan leader and generals will ask the leader for something from the 'bank'. But it's just a load of clan drops someone holds for the clan.
