If hrungnir was kill able with an 8 man group things would be fine. But there's no way thats possible which is why everyone needs to be in the group to have an equal chance at the drops. Currently were forced to come up with other means of distributing drops since not everyone can be in the group to get one.

Hi Elvra, they were moved over to the other side of the merchant quarter in Farcrag to be closer to the other fashion vendors, we'll update the patch notes now. Thanks for spotting that.
