Not at all. I maxed at 30/30 and had a few rings and one of the dreadbone ammys. It was amazing. Worst ranger skill is camo imo.

In terms of that ring, I actually like it, but the logic of it is flawed.

Defensive Spikes - Need to be in tank-group to cast it.
Sharpen Weapons - Best used in a DPS Group with 7 other Rogues.

Sharpen Weapons is useless in a Tank Group with a Tank and Druids, but Defensive Spikes is useless in a DPS Group that are not being aggro'd.

Really makes me wonder how much thought goes into things like this.
