The Terms of Service (link in Aileron's post) does not say anything about gambling/dicing.

It does however say this:

Seems like OTM is prepared when a time bomb hits CH and reverts everyone back to level 1.

Dicing is not against the ToS.

With regards to dicing, whilst we do not prevent it we do not govern it in any way, and the Support Team will not enforce any decisions or outcomes arising from these games.

The dice mechanic is provided as a means of randomising numbers; how players use this function is entirely up to them.

The loading screen tip which mentions gambling is in reference to gambling for real-life money or items.

As far as I know I have never heard of someone dicing for real-life stuff.
