Muldar, couldn't they make it so armor is equipable in both the fashion and armor slots? If so, if it went in the fashion slot, it'd remove all benefits.

To make items have two slots they can go to, is an alteration to an item's data structure and while it is certainly possible, usually changes like these aren't trivial, especially about the part about removing the effects of stats, which is probably the bigger change compared to adding a second possible slot for each armor item.
To be honest, most of the low level armor look like crap anyway. What are the supposedly good ones you'd like over DL/EDL? Earthstone? Ancient? Warden?
