Because there's no point of having 4 stats if there's no plateau. Casters will dump everything in focus, and rogues/rangers will go all strength.
Might as well remove the stats and give everyone a fixed increase in damage every level. Doesn't make for a good RPG game design, which you clearly have no clue about nor accept.
