The arrangement generally accepted in Lugh is allowing people to do gladiator quest.
This is moral philosophy in action, Kants categorical imperative: make your action based on a principle that you would also want others to use.
If you kill questers in arena, expect to be killed in arena doing your quest.
Of course, it all boils down to the attitudes of the strongest and best organised clans in your world, and appreciating that killing each other during gladiator quest will make the daily gladiator quest a more time and effort consuming bottleneck with the end result that all loose out.
