Where do I buy this item "Book of Rebirth" for resetting my stats and skills ?

It can be purchased from the platinum store, so you could try to do some plat offers and buy it there. Alternatively, you could trade in bounty tokens for one in the bounty shop.

The easiest solution though might be to find another player who has an extra and is willing to sell.

There are also one or two available from the questline (I stonevale for sure but I think there’s another earlier on).

Used to be defector in shale but I believe they removed the reward there, and the other was the catacomb quest which the reward of the books was also removed.

There is a quest at Stonevale that offers the Book as a reward. The quest itself is pretty easy, too.

Quest gave a rebirth and alt when I did it back in 2012.
