How will the xfers be stopped by VR? or will it be allowed?

It might not be what they want so how will they stop this?

yes, but 2 players could sell each other accounts actros games. Alot of players will play both

VR will do as they have always done with discovering players breaking ToS, and handing out the appropriate punishment.
