What Does Fishing Ability Do?

Hey everyone,
Fishing Ability doesn't affect the Reel skill, it doesn't affect fishing power, and it doesn't affect maximum concentration. So... what exactly does it do?

I believe it serves the same function as the Attack stat

That's my guess too, but I wasn't sure if the rod "missing" was a bug or not

Do you happen to know how does the ability translate over to mitigating the chance of empty pulls?
Does 1900/1900= 100% chance?
Does it take the water into consideration as well?
Whats the equation?
