Where do I get the camoflage skill for ranger?

I believe there is a Ranger Skill Merchant somewhere in Farcrag Castle. If I remember correctly, when you fast travel there, there is a fountain in front of you and a gate behind you. Turn around so the gate is in front of you, go through it, then go left. There might not be a coin above his head, the Druid merchant doesn't have one
