If one were to:

1. Purchase an extra hotbar slot (3 plat) for a toon
2. Delete that toon
3. Create a new toon in the same character slot as the one just deleted

Would the new toon inherit the extra hotbar slot?

No, the new toon would not have the previously bought hotbar slots.
