There is occasional downtime as they bring the servers offline for maintenance. Usually only lasts for 30-60 minutes or so, though for larger updates it could be longer.
It appears that DECA doesn't announce these server downtimes on the forums, which is a shame. If you join the Discord server, they seem to keep that more up to date with server downtime alerts.
