I am farming for black hats for 3 days and still getting just cakes are they really supposed to be that rare !? And wen I see some people way lower than me with these hats it makes me really mad

You just need to get lucky. Personally, i wouldn't waste my time on a pointless item that does nothing... but someone is Gwydion is selling one for 70k if you really want one.

Please post how many cakes you had when you found a black hat. I'm guessing the odds are 1 in 500.

We can actually figure out the odds if everyone who found a black hat posted how many cakes they had.

haha... 1 in 500, the only reason why i would waste my time with em, is if i was lvl 140+, no bosses were up, and i was bored. Then maybe i would try. But until then, lvl first, items 2nd.

Personally, I think the black hat rarity should remain this way. This is what makes it unique to most "holiday items" out there. You can't really hoard it with multiple alts. It also depends on luck which is fair on everybody : lower and high levels. If you want one just keep killing and try your luck or I'd you really want one. Just buy it off someone. I see this as an actual rare item and it would suck if everyone has it. Come to think of it, summer event won't be going anytime soon so you still have chance of getting one!

I believe the party hats are part of the birthday celebration event which ends at the end of July.
