So I heard a person in Rosemerta jailbroke their device

I am just wondering when everyone else should jailbreak their devices too? This was reported and it doesnt seem to be a punisable offense, so we gotta level the playing field right? If something like this doesnt get you punished, I have no clue what would lol!
