#2Level up. I think it gets to 10 at level 20 or 15? And 15 at maybe 30 or 40? I'm not sure I haven't made a new toon in a while.

#3If by skill you mean ability than yes just level up and it will rise. As for skills you cant raise the maximum cap. Which i believe is 10 for some and other 15.
