Kill Stealin' - Definition Please

I have heard grumblings lately over the problem of 'kill stealing'. The concept of kill stealing however I not clearly defined (nor recognized) in any rules posted by the developers, and I suspect that many people have different views on what it is exactly...
In my opinion, it is common courtesy for people to avoid attacking a spawn that another player has already engaged in combat with (but I realize that it is bound to happen) and if you really want to 'share' a kill or 'help' someone, you should offer a group request before jumping in, if for no other reason but to show that you are not trying to elbow someone out.
That being said, I also hold the philosphy of 'if it isn't in your inventory, you don't own it.' i.e. no one owns the land man... By this philosophy, those who can capture aggro, hold it, and kill it - get it.
At the end of the day, I try hard to ensure that the people around me get a fair crack at spawns, and have gone out of my way to help others kills champs or other mission objectives (even bowed out of boss fights but supported so others could get discs) BUT, if something pops up that I need I will usually take a crack at it if it is not engaged in battle.
What I am asking I guess is this, do people feel they are entitled to all the enemies within a certain radius, or just those enemies they are fighting directly, or some other conception of spawn 'ownership' that I am not privy to? Because until we figure out how people 'own' a mob, then we can't rightfully accuse people of 'stealing' it.
Further, until the game mechanic changes, there is absolutely no way to remove this problem from the game - short of making everyone all get along and share everything to EVERYONE's satisfaction (fat chance of that). But that is another story altogether.
