How Do You Start Blind Old Erskine's "Secret Stash"

Hey I made an alt today and wanted to do the secret stash quest but there is a prerequisite and I don't remember what it is, anyone remember?

I remember doing it at lvl 15 or 20 idk cant tell ya that only name soz
