Picture moding? why not...

one question i have since i play this game is : why otm doesnt allow us to mod the picture files?
i dont know their reasons but i dont see any problems with that...
otm would just have to delete the pictures in their server security backup and everyone could invent new graphics but still wouldnt be able to hack the game.
it would not just be great fun but even let the people express their fanart.
and the pics would be just for them. noone else would have to see em.
if there are any bad things about my idea id love to hear em ^^
