Second, and perhaps the most important, there aren't even any witches in the sewers.
These guys should have planned their strategy better.

I bet they are government employees. This arrangement has all the signs of government involvement.

Anyway, someone should talk to General Hopkins about moving his gang to Lirs Reach. You know, where the witches are.

I think you may have discovered the heart of the problem.

General Hopkins clearly does not demand results from his men, and he should be relieved of his duties immediately.
However, distinguished veterans such as General Hopkins cannot be left without a livelihood. He will therefore be given a new shop in Farcrag that sells pet frogs. General Hopkins Hoppers would be a workable name for it.
