He's right where you'd expect a Jotun to be. Watch the warbringer and he'll be there. The blue wolf is on the other side of the road at crossroads and the Connacht guys spawn on a bump down from Klondure at greywall keystone.

These guys became VERY rare. Can't even get a spawn rate on them.

I check for frostbelly 10+ times a day I've yet to see him as well as anyone else. I'm beginning to think he doesn't actually spawn seeing as how nobody has faught him since update that I know of at least.
