Are we really goin' to have 8 hotbar slots, or do they have to be bought by platinums??
Make platinum buyers have 16, 8 on each side

Everyone has 8 hot bar slots.

Everyone. But if you want you can buy more. These slots can be filled with either items or skills it's your choice, but if you do have the plat I think it's a good call picking up some more.

There is an arrow under the 8 to switch to the other bar, so it's quick and painless and can be done in combat.

Normally I wouldn't comment on this but I have seen the admin comment publically on this, and that's how it's currently structured in beta. I think all things are subject to change but this system is working out well and no one has complained.

Yes everyone gets 8 free and you can buy up to 16 more.

Anyone who already bought more slots will get them added on top of the 8 so you will basically get more slots than before, you won't lose out on buying more slots.
