An Argument about Dex

So a friend and me disagreed about exactly what cunning or dex does for rogues.
I said, " It helps you evade auto attacks and increases skill damage"
He said, " It increases the chance of hitting a mob with skills and damage"
Which one is correct?

I think dex only increases chance to evade and skill damage not really sure on hit chance as I don't really look at my attack much...
Leveled rogue to 170+ ranger 180+

Dex raises attack and defense so yes it boosts evasiveness and to a lesser extent it also boosts accuracy, dex also boosts the damage of dex based skills-- not all skills, just life steal and ShadowStrike off the top of my head...

Your both right, and both wrong. 1 dex point adds 1 attack, and 1 defence. Attack increases chance of hitting the mob. Defence increases chance of dodging autos. As for skills dex increases ss ls only for dmg skills. Other skills that dex boosts are support skills. Dex does not in any way increase the chance that your SKILLS hit mobs.

Doesn't the attack off of dex plateau?
Could've swore it was a 1:2 ratio, but I'm probably wrong.

Dex adds 1 attack and 2 defence, therefore it improves both accuracy but more so evasiveness.
On top of that all dex based moves effectiveness are boosted for every point of dex added. Shadowstrike/life steal dmg, smoke bomb, expose weakness, fast reflexes also boost their debuff/buff.

Dex also inc poison weapon damage, fast reflex buff.
It does not add to auto damage and cunning.

Dex increases your auto attack hit chance and your chance to dodge enemy auto attacks. It also increases the effect of some skills (like Shadowstrike for example: more dex causes for damage)
Cunning increase the effect of all your rogue skills, as well as increasing the chance that your skill attack will successfully hit.
Dagger increases the damage of your auto attack, and increases the chance that your attack will successfully hit.
Evasions (Warding, Vigour, Fortitude, etc) increase the chance that you will deflect an opponent's skill of that type. For example, Warding will increase the chance that you evade a Spell Attack (Firebolt etc).

Dex : Each 1 point in dex increases Attack (chance to land an auto attack, accuracy) by 1 and Defence (change to avoid auto attacks, dodge/block/parry) by 2.
Dex for rogue : Dex's normal bonuses + Boost to all dex-based skills such As Shadowstrike (dmg), Expose Weaknesses (debuff), Poison Weapon (buff) and so on.
Cunning : Increases the chances to land a skill attack (that means, that ur skill will be evaded less), improves all Cunning-based skills (which is almost every single skill) and thats it.
