When the beta comes around they send out a link where you sign up and put your details in. Then they will email you to download test flight to be invited into the beta

Keep checking the Annoucements section of the forums as well as in General as a post will be made letting everyone know when we're looking for testers

This is a guide I made that might answer many of your questions
http://www.celticheroes.info/2015/05/ho ... sting.html
I've been in three beta tests now, so I have a couple tips i can share about the application process and what you should write in your application.
If there's anything that I didn't cover in there, let me know and I'll add it.

Welcome to the forums! I would say that if you can't get by on quantity, go for quality. Start posting today to get your post count up, and have a few good quality posts where you answer some people's questions, and maybe some new ideas in the Feedback/Suggestions forum. When it comes time to submit your application, say that you have not posted a lot but the posts you have made are helpful and well thought out. Also, you should highlight your real life education experience so that you show OTM that although you might not have a lot of posts, you can write well and given the opportunity you would make a good tester.

OTM seems to only let past testers into the closed beta which is sad for me, but oh well
