I would like to know how to get the armor I am level 40 an have 30,000 please tell me where the quest is what level I have to be who to talk to and what other quests I have to do to get to te meteoric quest oh and can someone tell me the costs of the armor/weapons

To get meteoric is a challenge, first you have to get warden then upgrade it. In this process you have to buy discs, rems, and tabs. Well over 100k will be needed to obtain theses items. Or find a clan that would provide all this for you.

Your level 40 with 30k? Go buy some RedClaw or Ancient
