Under level dps penalties

How much does your dps get reduced if you are below mob level? I remember doing a test on a noob alt and found the %dps lost was very high, even when 1 level under mob level and deduction continued even when I leveled my test alt to the same level as the mob, but when I leveled just one level above mob level dps went up greatly, everytime I leveled after that I didn't find any noticeable differences. So for gelebron leveling to 226 is a must, but does anyone know the exact math behind this?

False. If you're at or above a mob's level then you suffer zero penalty. It only happens when you are below that mob's level. Nobody knows the exact scaling formula, but I know that 10 levels below a boss you'll be doing miniscule damage.

Somewhere between 1/8-1/10th of normal damage output based on experience
