Why are the dragons level 223?

After the failed original Gelebron beta where everything was level 225 we were told mobs would not exceed 220 and the cap would not exceed 240. Why are these dragons 223 and not 220? Sure it's not really important but how long until you start making other things past 220?

Sounds like the event bounty quest flying dragons... kept wondering why my bolas never landed and my double shot was was so... low. So rare to get the quest no worries.

Good point. It's a seasonal bounty and the event is almost over so no need to worry about it.

id like otm not to create mobs over LVL 220, they need to make it hard to get to 240....
since the max is supposed ti be 220, they should limit seasonal mob Lvls to 220, but let the lvl 220+ players get same exp as a lower lvl
