If someone has two good level character on an account and would like to split them up and place one character in a different account, is that possible?

Never been possible to date.
When dual logging became popular in 2011/2012 we all quickly trained up new characters.

You cant separate them, this is true on most mmos. For free MMOs it rarely makes sense to put more than one good toon on the same account.
