I try to purchase and it says can't connect to iTunes Store. I purchased things with the apple today so I know it isn't that. Anyone else encounter this issue

There can sometimes be connection issues with the iTunes store but these are usually temporary.

Most basic step is a simple reset of device / connection but if that does not work some of the points on this page may help.

This would happen to me if I was on wifi but would be fine if I switched to data. Try that if you're able
