Can't login - 10% Problem

My character was last stationed at Farcrag Castle, and its not allowing me to log in. Its stuck on the 10%. Anyone else having this problem?

I logged out to transfer but then couldnt get back in so i deleted app and wanted to reinstall, but now it doesnt load:(

Was your character in Farcrag when you logged off?

My character LordDragoonII is stuck there.
I also have all of my leystone spots missing so I have to re-find them...
